If it had taken effect, the bill would have sent part of certain excess state funds to Montana’s coal fund after reserve and building account limits were exceeded.
After other transfers, the treasurer would send 10% of certain excess funds to Montana’s coal fund, but only when the reserve and building account exceed their stated limits.
The state treasurer would transfer 10% of certain excess funds to Montana’s coal severance tax permanent fund. The transfer is part of the distribution of funds remaining after the specified transfers to the budget reserve and building account. This applies only if the budget reserve is above 16% of general revenue appropriations and the building account’s excess is above 12%. The text sets July 1, 2025, as the proposed effective date. The transfer would follow the other transfers described in subsection (7)(b).
