If signed, Montana agencies and programs would receive funding for the 2027 biennium, follow listed internal rates, and face a conditional SNAP funding provision.
If enacted, the measure would fund listed Montana agencies and programs for the biennium ending June 30, 2027, with limits on restricted and one-time money.
The measure lists internal fees and service rates for fiscal years 2026 and 2027, including conditional higher vehicle rates when fuel prices rise and officials approve them.
If separate legislation authorizing a statutory SNAP appropriation is not passed and approved, the Human and Community Services Division would receive $172.6 million more in federal funds each year.
If enacted, the Legislature would appropriate money to listed state agencies and programs. The appropriations cover executive, legislative, and judicial agencies and programs listed in the bill, including health, education, transportation, public safety, and natural resources. Restricted money could be used only for the purpose named in the appropriation. One-time money could not be included in the present-law base for the 2029 biennium. The bill’s totals are informational and are not themselves appropriations. The act would take effect July 1, 2025, and the appropriations would cover the biennium ending June 30, 2027.
The Legislature would set internal service fees, charges, and cost allocations that state agencies pay for shared services. The rates cover shared services such as information technology, printing, human resources, legal services, motor pools, equipment, food, laundry, and other agency operations. Some rates could increase if HB 13 or another bill affecting employee pay or benefits passes and is approved. Higher motor-pool rates could be charged only after gasoline prices pass the listed thresholds and the Office of Budget and Program Planning approves them. The listed rates would apply for fiscal years 2026 and 2027.
The Human and Community Services Division would receive an additional $172,572,822 in federal funds each year if separate SNAP authorization does not pass and receive approval. The condition applies to the Human and Community Services Division’s appropriation and to federal money for SNAP benefits. The additional funding applies only if legislation authorizing a statutory SNAP appropriation is not passed and approved. The additional amount would apply each year covered by the appropriation.
