Starting July 1, 2026, Maryland public colleges must send yearly contraception-access reports to the state, which must then report the information to lawmakers.
Public senior colleges and community colleges must report each year on how students access over-the-counter contraception, and the state Commission must report the information to lawmakers.
Each covered college must send the Commission a yearly report, and the Commission must send lawmakers a yearly report. The college reports cover public senior higher education institutions and community colleges. The senior-college definition excludes the University of Maryland Center for Environmental Science and the University of Maryland Global Campus. College reports must describe how students get over-the-counter contraception on campus, whether all methods are available as required by law, the amount provided by method, and consultation with students and student groups. The Commission's report must use the information submitted by the colleges. College reports are due by September 1, 2026, and every September 1 after that. The Commission's reports are due by October 1, 2026, and every October 1 after that. The Act takes effect July 1, 2026.
