Maryland county library boards may choose an eligible high school or home-school student to serve for one year and vote on library policies.
County library boards may add a student member for one year. Eligible high school or home-school students must be selected as sophomores or juniors and serve as juniors or seniors.
Selected student members may vote on all library policy matters. They may vote on other matters only if their board adopts a rule allowing it.
County library boards may select a student member using a process they establish. Students must attend a public or private high school or a home instruction program in the county the library serves. Students must have good character and an interest in libraries. Those attending high school must also be in good standing at school. The law took effect July 1, 2026. A student filling a vacancy serves the remaining term and until a successor is selected and qualifies. That student may then serve a full term if still eligible.
Student members may vote on all policy matters before their county library board. These voting rights apply when a county library board chooses to select a student member. The board must adopt a policy or bylaw before a student member may vote on matters other than policy. These voting rules took effect July 1, 2026.
No hearings or votes scheduled.
