Community governing bodies must keep proof of completed training and report it to the oversight commission. They may remove an untrained leader or cancel that person’s vote.
Condo board members, condo officers, and homeowners association leaders must successfully complete training about their responsibilities. The requirement covers condominium board members, officers of the owners’ council, and members of homeowners association governing bodies in Charles County only. The course must be developed by a state- or locally recognized commission overseeing these communities or an organization that commission approves to provide training. Certificates last three years. Leaders still serving when their certificate expires must complete training again. The 90-day deadline runs from first election or appointment, or from the start of a subsequent term for someone in office on October 1, 2025.
