Starting October 1, 2026, Maryland would create a pilot that lets certain drivers facing license suspension or revocation drive only with a speed-limiting device.
Drivers whose points would trigger suspension or revocation for speeding, reckless driving, or racing would use a device that prevents speeding under a restrictive license.
The District Court would list separate fines for three types of reckless driving in Maryland’s vehicle-law fine schedule.
The Motor Vehicle Administration shall establish and operate a pilot program that requires covered drivers to use a speed-assistance device. The program covers drivers whose points would cause suspension or revocation because of speeding, reckless driving, or taking part in a race or speed contest. The device must determine the applicable speed limit and actively prevent the vehicle from exceeding it. The Administration shall issue or restore a restrictive license for eligible participants during the program. Participants may not drive in violation of program requirements. The Administration shall charge a participation fee, but must waive it for an indigent participant. The program must be established by October 1, 2027. Participation lasts 90 days after a first suspension, 180 days after a later suspension, or one year after a revocation. The law takes effect October 1, 2026, and ends June 30, 2031.
The District Court shall add separate fine-schedule entries for three reckless-driving violations. The entries cover reckless driving under Transportation Article § 21-901.1(a)(1), (2), and (3). This requirement takes effect October 1, 2026, when the Act takes effect.
