The commissioner of administration may transfer certain agency resources after an assessment. The authority covers technology and purchasing resources, including related staff, positions, assets, and funds in state agencies and budget units. A transfer may occur only after the assessment is complete and when optimizing resources is projected to save money through staff reductions, more efficient operations, avoided costs, or less duplicate equipment. This authority does not cover the Department of Culture, Recreation and Tourism or agencies listed under Elected Officials. Transfers may happen only after the assessment is complete.

The chief audit executive must follow the named audit standards, remain independent under those standards, have direct and unrestricted access to the agency head, and certify that the audit function follows the standards. The audit positions must be included in the agency’s budget request.
