The listed offenses include certain equivalent convictions under other jurisdictions’ laws. The definitions distinguish some offenses by date, including offenses before August 1, 2025, and offenses on or after that date.
People required to register must give information to law enforcement and provide community notices as specified. The rules cover adults required to register in Louisiana and include updates after address or other information changes, or after certain periods in confinement. People returning to the same address after more than 30 days in confinement generally do not need to renew community notices unless five years have passed since the last notices. People convicted of contributing to the delinquency of juveniles under R.S. 14:92(A)(7) do not have to publish notice in a newspaper or official journal. Juveniles adjudicated for an offense requiring registration do not have to provide community notice. Registration or updated information is generally due within three business days of the event. Initial community notices are generally due within 21 days of conviction, release, or establishing residence.
People required to register must carry a marked driver’s license or special identification card outside their home and renew it in person each year. These requirements cover people required to register as sex offenders, regardless of conviction date. The card must display “sex offender” in orange and a QR code to help law enforcement check registration status. A person with a special identification card cannot also use the driver’s-license exception, and vice versa; if someone has both cards, each must have a QR code. The office of motor vehicles must receive confirmation that annual registration is complete before issuing a special identification card. The driver’s-license and special-identification-card rules take effect January 1, 2027.
