The working group must check how the funding formula works, identify unintended problems, and recommend adjustments. The review covers the state funding formula for Kentucky's public universities and community and technical colleges. The Council on Postsecondary Education may call the group together before a required review year. The council must report findings and recommendations to the governor and the legislative budget and education committees by December 1 each year the group meets. Required reviews begin in calendar year 2026 and repeat every four calendar years. The law takes effect upon becoming law.
Each legislative chamber must have five lawmakers on the funding review group, with seats divided in proportion to party membership. The group also includes public college and university presidents or their representatives, the Kentucky Community and Technical College System president, and the governor or a representative. The Council on Postsecondary Education president chairs without voting. The House speaker and Senate president appoint their chambers' majority-party members. Each chamber's minority floor leader appoints its minority-party members.
No hearings or votes scheduled.
