If adopted, the Commission would form a task force—or assign the study to a committee—to review early learning and report recommendations by December 1, 2026.
A proposed task force would review how early childhood education connects with K–12 schools, including school readiness, student data, and state spending on programs such as preschool.
The task force would include lawmakers, state officials, and people with early childhood expertise and family experience, then send its findings and recommendations to the Legislative Research Commission.
The proposed resolution would direct the Legislative Research Commission to form a task force to review early childhood education governance and its connection to K–12 schools. The review would cover where early childhood education programs sit in state government, how early learning connects with K–12 standards and outcomes, student data and accountability, and state spending on programs such as preschool. The task force would not duplicate the work of existing groups. It would not review childcare licensing or daily operations, except when those matters directly affect preschool quality, school readiness, or educational continuity. The Commission could instead assign the study to an interim joint committee or one of its subcommittees. If the task force does the work, it would meet monthly during the 2026 legislative interim and report by December 1, 2026. If the Commission assigns the work elsewhere, it may set a different completion date.
The proposed resolution would set the task force's membership and direct it to report findings and recommendations to the Legislative Research Commission. Members would include state lawmakers and officials, an early childhood educator, a child development expert, and a parent or family representative. Final membership would require the Commission's consideration and approval. The Commission could assign the study to an interim joint committee or subcommittee and set its completion date. The task force would meet monthly during the 2026 legislative interim and report by December 1, 2026. If the Commission assigns the study elsewhere, it may set a different completion date.
