Iowa voters will decide whether covered state tax bills need two-thirds votes
Iowa voters are scheduled to decide in November 2026 whether certain state tax bills should need two-thirds support in both legislative chambers.
1
What it does
If Iowa voters approve the amendment, lawmakers would need a two-thirds vote in each chamber to raise certain state tax rates or create a state tax on income. The rate rule excludes taxes imposed at a local government's option.
Argument forThe higher vote threshold could require broader support in both chambers before lawmakers raise covered tax rates or create a state tax on income.
Argument againstA two-thirds vote could make it harder for lawmakers to raise covered tax rates or create a state tax on income.
More detail
If voters approve the amendment, lawmakers would need a two-thirds vote in each chamber to pass certain state tax bills. The rate-increase rule covers individual and corporate income taxes and other taxes based on income or legal and special reserves. The new-tax rule covers state taxes on income or legal and special reserves. The rate-increase rule would not apply to taxes imposed at a local government's option. A separate rule would require a two-thirds vote for a bill that creates a new state tax on income or legal and special reserves. The resolution directs that voters consider the amendment at the November 2026 general election. Lawsuits challenging whether a covered bill was properly enacted would have to be filed within one year after that bill's enactment.
