The signed measure directs available juvenile detention home fund money to eligible county and multicounty homes using a $150,000 first payment and a prior-cost formula.
Eligible county and multicounty juvenile detention homes would receive fund money for facility costs, with $150,000 distributed to each home before remaining money is shared by prior-year costs.
The Iowa Department of Health and Human Services would distribute money from the juvenile detention home fund to eligible detention homes. Eligible county or multicounty juvenile detention homes may receive funding for their establishment, improvement, operation, and maintenance. The department would determine the percentage of prior-year costs covered based on the money available for distribution. Each eligible detention home would receive $150,000 first. Any money left after those payments would be divided according to each home's share of the prior year's costs among all eligible homes. Money deposited during a fiscal year would be available for distribution during that same fiscal year, using eligible homes' costs from the immediately preceding fiscal year.
