Iowa’s transportation department must create a program to register and renew noncommercial fleet vehicles and design special plates for them. The program covers vehicles in qualifying business fleets registered in Iowa. A qualifying fleet has two or more vehicles registered in Iowa under common ownership or control, used for business, and not subject to chapter 326. The department must adopt rules to administer the program. The department must develop and implement the program, design the plates, and adopt rules by December 1, 2028.
