Owners and operators must install and care for at least one adult changing station. This applies to State-owned buildings and covered public buildings. Covered public buildings include listed facilities such as airports, bus stations, hospitals, and rehabilitation facilities. The station must be accessible to the public whenever the building is open. Operators must keep the table safe and easy to use, clean the station as often as other public restrooms, and provide enough floor space for accessible use. The installation rule covers public buildings built after January 1, 2029. The definition of a public building refers to buildings constructed on or after that date.
