Hawaii schools can use written quotes for local food purchases
Hawaii’s Department of Education can buy local produce and packaged foods costing less than $200,000 using written quotes, with a written explanation required if fewer than three are obtained.
1
What it does
Hawaii’s Department of Education can buy local produce and packaged foods below $200,000 without the online system until the law’s June 30, 2028 repeal. It needs at least three written quotes or a written explanation if it cannot obtain them.
Until the law’s June 30, 2028 repeal, Hawaii’s Department of Education cannot split covered local food purchases to avoid state purchasing rules or make a larger purchase count as a small purchase.
Argument forUsing written quotes instead of the online purchasing system could make it easier for local food suppliers to sell to schools.
Argument againstAllowing purchases with fewer than three quotes when three cannot be obtained could limit competition for school food contracts.
More detail
Hawaii’s Department of Education can use written quotes instead of the online purchasing system for covered food purchases. The rule covers local edible produce and packaged food products costing less than $200,000. The department must obtain at least three written quotes. If it cannot obtain the required number, it must provide and keep a written explanation. The law took effect upon approval on June 8, 2026, and is repealed on June 30, 2028.
Hawaii’s Department of Education must not split covered food purchases to avoid state purchasing rules. The restriction covers the department’s purchases of local edible produce and packaged food products under this law. The department must not create multiple payments at the start of a transaction or project to evade state purchasing rules. It must not artificially divide purchasing needs to make them count as small purchases. This restriction took effect upon approval on June 8, 2026, and is repealed on June 30, 2028.
