1
What it does
People selling goods or services, making other cash transactions, or paying cash wages may round payments to five cents. Noncash payments are excluded, and totals of one or two cents round up to five cents.
Argument forBusinesses facing a shortage of pennies may find it easier to make change when cash totals can be rounded to five cents.
Argument againstPeople who think a cash payment was rounded incorrectly may have no private lawsuit under this section to seek enforcement.
More detail
The law allows covered people to round cash payments to the nearest five cents. The rule covers people selling goods or services for cash, parties to other transactions involving a cash payment or transfer, and employers paying cash wages. Amounts ending in one, two, six, or seven cents are rounded down; amounts ending in three, four, eight, or nine cents are rounded up. Totals of one or two cents are rounded up to five cents. This rule does not apply to payments by check, card, electronic transfer, gift card, money order, or a similar method. No one may bring a private lawsuit to enforce this section. People who round payments under this section are not subject to a separate state rule identified as section 486-116. The law took effect July 1, 2026.
