University of Hawaii can fund donor reviews and must report them
The University of Hawaii can use tuition and fee money for donor reviews and must include those reviews in its report to lawmakers.
1
What it does
University leaders may use tuition and fee money for donor reviews within a shared $3 million yearly spending limit. Services provided instead of money do not count toward that limit.
The University of Hawaii must include donor reviews paid for with this fund in its yearly report to state lawmakers explaining how the money was used.
Argument forDonor reviews could help the university make better-informed fundraising choices before seeking private gifts.
Argument againstUsing tuition and fee money for donor reviews could leave less of that money for other university needs.
More detail
The University of Hawaii's board of regents may approve spending from its tuition and fees fund for donor evaluations. The spending supports university purposes, including seeking private gifts for deposit into the University of Hawaii Foundation. The yearly limit covers alumni relations, donor evaluations, and fundraising together. Spending must serve a public purpose. The requirements in state-law chapters 42F, 103, 103D, and 103F do not apply to these expenditures. The law took effect upon approval on June 8, 2026.
The University of Hawaii must include donor evaluations paid for from the fund in its report to state lawmakers. The evaluations appear in the university's report explaining how it used money approved by the board of regents. The requirement covers any donor evaluations conducted using money from the fund. The report is due no later than 20 days before each regular legislative session begins.
