Starting July 1, 2027, people can sign supporting papers electronically without a notary when transferring a totaled vehicle to an insurer after it pays the settlement.

Starting July 1, 2027, people handling salvage paperwork can use an electronic statement without a notary for lost registration papers or plates, instead of a notarized sworn statement.
Argument forVehicle owners could complete transfer paperwork more easily by signing electronically without arranging a visit to a notary.
Argument againstInsurers could face claim costs because they must protect county finance directors when titles rely on electronic signatures without a notary.
More detail
People can sign supporting transfer papers electronically without a notary. These rules cover supporting papers used to transfer a vehicle to an insurance company under the salvage vehicle law. The insurance company must have paid damages under a total loss settlement. Covered papers include permission for someone to act for the owner, requests for replacement titles, and mileage disclosures. The papers can also be printed. These rules take effect on July 1, 2027.
Insurance companies must protect county finance directors from financial losses caused by covered claims. This protection covers claims resulting from the finance director issuing a title under the salvage vehicle law. The duty applies when a title is issued using documents signed electronically without a notary. The insurer's duty takes effect on July 1, 2027.
The person responsible for salvage paperwork can file an electronically signed statement about missing registration papers or license plates. This option covers salvage sales and transfers to insurers under the salvage vehicle law. The statement goes to the county responsible for the vehicle. The statement must say the responsible person does not know where the missing items are. The person must still send the ownership certificate or other proof of title to the county finance director. The electronic statement option takes effect on July 1, 2027.
