Retirement system board may appoint three leaders outside civil service
The Employees’ Retirement System board may appoint three executive officers, whose jobs are exempt from state civil service rules if the director determines the exemption applies.
1
What it does
The Employees’ Retirement System board may appoint a deputy director and officers for compliance and information security. Those jobs are exempt from state civil service rules, subject to the director’s decision about which positions qualify.
Argument forThe board could choose leaders with skills in compliance and information security without following the usual civil service rules.
Argument againstExempting these officers from civil service rules could reduce regular hiring safeguards for important retirement system jobs.
More detail
The Employees’ Retirement System board may appoint three executive officers to jobs exempt from state civil service rules. The jobs are deputy executive director, chief compliance officer, and information security officer of the Employees’ Retirement System. The executive director directs the appointees, and the board sets their duties, qualifications, and salaries. The director determines whether the exemption applies to specific positions. The Act took effect on July 1, 2026.
