Hawaii allows certain nets to protect plants from invasive species
People in Hawaii may use suitable single-strand netting to protect plants from invasive species if they place it to limit wildlife harm and water risks.
1
What it does
People in Hawaii may protect plants with suitable fine mesh nets, including single-strand netting. Placement must make harm to wildlife and nets coming loose into water unlikely.
State agriculture officials must set rules allowing suitable nets to be sold and distributed only to protect plants from coconut rhinoceros beetles. The rules must include safeguards against trapping other animals.
Argument forAllowing sales of suitable nets could help plant owners keep coconut rhinoceros beetles away from vulnerable palms.
Argument againstPoorly placed netting could trap birds or helpful insects, requiring plant owners to take care when using it.
More detail
People may use fine mesh nets, including netting made from single strands, to protect plants against invasive species. This permission covers people protecting plants in Hawaii. The Department of Agriculture and Biosecurity determines which invasive species this permission covers. Single-strand netting must have an appropriate mesh size. Nets must be placed so they are unlikely to trap birds, come loose and enter water, or trap or disturb native and helpful animals. The law took effect upon approval on June 5, 2026.
The Department of Agriculture and Biosecurity must adopt rules allowing the sale and distribution of suitable nets to protect plants from coconut rhinoceros beetles. The rules cover fine mesh nets, including single-strand netting with an appropriate mesh size, sold or distributed in Hawaii. Sales and distribution under these rules are allowed only to protect plants from coconut rhinoceros beetles. The rules must cover strand thickness, color, and visible markings to prevent other animals from getting trapped. The rules must prohibit mist net material designed for work with birds. The rulemaking duty took effect upon approval on June 5, 2026. The law gives no deadline for finishing the rules.
