Hawaii’s Department of Agriculture and Biosecurity can use federal payments that repay shared grant management costs to support grant searches, applications, and oversight.
1
What it does
Hawaii’s Department of Agriculture and Biosecurity can keep federal payments that repay shared grant management costs in a dedicated fund. The money pays for pursuing and overseeing grants.
The Department of Agriculture and Biosecurity has a grant program to find, apply for, and manage federal agricultural grants that could benefit Hawaii’s agricultural industry.
The Department of Agriculture and Biosecurity must give lawmakers a yearly report on the grant fund, including the federal grants it applied for and received.
Argument forKeeping federal reimbursements available for grant work could help Hawaii’s agriculture agency pursue more funding and meet grant requirements.
Argument againstSpending reimbursements on consultants and temporary staff could leave less money for other grant management work.
More detail
The Department of Agriculture and Biosecurity may keep and spend federal payments that repay shared overhead costs of managing grants. The fund pays for grant searches, applications, and oversight, including checks that grant rules are followed and spending is audited. The board of agriculture and biosecurity’s chairperson determines which grants qualify for retaining and spending these reimbursements. The department’s share must go into a dedicated fund in the state treasury. The fund may also pay for consultants and operating costs, including temporary staff. These provisions took effect on July 1, 2026.
The Department of Agriculture and Biosecurity’s agricultural grant program must search for federal grants, apply for them, and manage them. The program covers federal agricultural grant opportunities that could benefit Hawaii’s agricultural industry. The program provisions took effect on July 1, 2026.
The Department of Agriculture and Biosecurity must report to the legislature each year on the dedicated grant fund. The report covers the status of the agricultural grant fund. The report must include federal agricultural grant applications submitted and grant awards received. The reporting requirement took effect on July 1, 2026. Reports are due no later than 20 days before each regular legislative session begins.
