Hawaii lets 16-year-olds apply for state IDs without guardian signatures
Starting July 1, 2027, applicants aged 16 or older may apply for a Hawaii state ID without a parent or guardian signing and may certify their chosen gender designation themselves.
1
What it does
Applicants aged 16 or older may apply for a Hawaii state ID without a parent or guardian signing. Applicants under 16 still need that signature.
Applicants may certify their chosen gender designation themselves. Documents that happen to show their birth gender may still be required if needed to show they qualify for an ID.
Argument forApplicants aged 16 or 17 could apply without a parent or guardian signing, which may make getting an ID easier for them.
Argument againstApplicants may still need to show documents that reveal their birth gender if those documents are needed to prove they qualify for an ID.
More detail
Applicants aged 16 or older may apply for a state ID without a parent or guardian signing the application. This applies to applications for a Hawaii state identification card or a duplicate card. Applicants under 16 need a parent or guardian to sign the application. The law takes effect July 1, 2027.
Applicants may certify their chosen gender designation themselves without documents proving that designation. This applies to applicants for a Hawaii state identification card. Documents that incidentally show an applicant's birth gender may still be required if needed to establish that the applicant is legally entitled to an ID. The law takes effect July 1, 2027.
