Hawaii’s Stadium Authority can lease the right to name stadium spaces
Hawaii’s Stadium Authority can lease stadium naming rights, and income from those leases must go into the stadium development fund.
1
What it does
Hawaii’s Stadium Authority can lease the right to name the stadium to public or private partners. The rights can cover the whole facility, part of it, or a building within it.
Money earned from advertising or marketing in or on the stadium must go into the stadium development special fund. This includes income from naming-rights leases.
Businesses selling goods or services within the stadium are exempt from Hawaii’s public-property concession rules when they operate under the Stadium Authority’s control.
Argument forLeasing naming rights could bring in money from public or private partners and direct it into the stadium development fund.
Argument againstExempting stadium vendors from statewide concession rules could make their agreements less consistent with those at other public facilities.
More detail
The Stadium Authority can lease the right to name the stadium or parts of it. The permission covers the stadium facility, any portion of it, and any building within it. The naming rights may be leased to any public or private entity. The naming-rights provision took effect on July 1, 2026.
Money from advertising, marketing, and naming-rights leases must go into the stadium development special fund. The requirement covers advertising and marketing in or on the stadium facility, including income from naming-rights leases. The revenue deposit requirement took effect on July 1, 2026.
Chapter 102’s rules for concessions on public property do not apply to covered stadium concessions. Concessions are businesses allowed to sell goods or services at the stadium. The concession must be within the stadium facility and under the Stadium Authority’s control. The concession exception took effect on July 1, 2026.
