Law sets employer pension payments for police, firefighters, and corrections officers
Beginning July 1, 2027, Hawaii’s law sets public employers’ pension payments at 44% of pay for police officers, firefighters, and corrections officers.
1
What it does
Starting July 1, 2027, employers must pay 44% of pay toward pensions for police officers, firefighters, and corrections officers. Other covered employees have a 24% employer rate. Rates are subject to adjustment.
Argument forEmployer payments could help protect workers’ pensions by funding benefits and paying down the retirement system’s unpaid pension debt.
Argument againstPension payments equal to 44% of covered officers’ pay could leave public employers with less money for other services.
More detail
Public employers must make pension payments based on covered workers’ pay, using the rates set for fiscal year 2027–2028 onward. The 44% rate covers police officers, firefighters, and corrections officers in Hawaii’s Employees’ Retirement System. All other covered employees have a 24% employer rate. Rates must fund repayment of the plan’s unpaid pension debt within the maximum allowed funding period. Rates are subject to adjustment if repayment takes too long, no unpaid pension debt remains, or a financial review of the pension plan supports adjustment. The law takes effect July 1, 2027. These rates apply in fiscal year 2027–2028 and each following fiscal year.
