1
What it does
The law sets spending amounts and staffing limits for Judiciary programs during the 2025–2027 budget period.
The law provides $58.3 million for Judiciary building projects, including a new South Kohala courthouse and facility upgrades around the state.
Argument forFunding chiller replacements, elevator upgrades, and a new courthouse could help keep court buildings safe and usable.
Argument againstIssuing up to $58.3 million in bonds could add to the state’s future debt costs.
More detail
The law sets spending amounts and position limits for Judiciary programs during the two-year budget period. These limits cover Judiciary programs and positions funded for fiscal years 2025–2026 and 2026–2027. Spending and staffing for each fiscal year may not exceed the amounts and position limits listed, except as the Act allows. The budget period runs from July 1, 2025, through June 30, 2027.
The law sets aside money for listed Judiciary building projects and allows bonds to help pay for them. The projects include Judiciary facilities on Kauai, Hawaii, and Oahu, plus statewide facility work. Related projects may be combined when useful, but their combined cost cannot exceed the separate amounts listed. General obligation bonds may be issued as allowed by law, up to $58.3 million total. The Act takes effect upon approval. Project funding is listed for fiscal years 2025–2026 and 2026–2027.
