Hawaii requires adult changing stations in future public-use buildings
Hawaii law requires adult changing stations in public-facing establishments and public construction planned and designed after July 31, 2027, with public school and hardship exemptions.
1
What it does
Public-facing establishments and public building projects planned and designed after July 31, 2027, must provide adult changing stations, signs, and location details in construction plans. Public schools and projects meeting technical or cost hardship exemptions are excluded.
People harmed by violations can sue to make a covered establishment comply. Those who win receive lawyer fees, court costs, and $100; the civil rights commission does not enforce these rules.
Argument forAdult changing stations could help people who need assistance and their caregivers visit covered public places with more privacy.
Argument againstPeople denied a required station may need to bring their own court case because the civil rights commission cannot enforce these rules.
More detail
Covered establishments must provide powered, height-adjustable adult changing stations, post signs showing their locations, and mark them in construction plans. The rules cover public accommodations and building projects started by public entities or using their funds. Stations must be inside enclosed public-use restrooms accessible to people other than employees. An establishment must provide two stations serving women and men in gender-designated restrooms, or one station accessible to people of any gender identity or expression. Hawaii Department of Education facilities used primarily for elementary or secondary education are exempt. An establishment is exempt if installation is technically infeasible under the cited federal accessibility standard or station costs exceed 10% of its construction, purchase, or substantial modification costs. The law took effect upon approval on June 5, 2026. Its building requirements apply to establishments planned and designed after July 31, 2027.
People harmed by violations may ask a court to order compliance. District courts hear these cases, which may be brought in their small claims division. A person who wins receives reasonable lawyer fees, court costs, and $100. The civil rights commission cannot enforce these rules. The law took effect upon approval on June 5, 2026.
