Hawaii counties must run summer street pilots with state support
Hawaii counties must work with the state community development authority to run summer streets pilots, with state money set aside to support them.
1
What it does
Each county must work with the Hawaii Community Development Authority to run a summer streets pilot, temporarily closing selected roads to cars for walking, biking, events, and other community activities.
Counties must propose where and when streets would close, what activities and amenities they would offer, and projected costs. The Authority must report its findings and recommendations to lawmakers.
The law sets aside $200,000, or as much as needed, from state general revenues for the Authority to allocate to counties for their summer streets pilots.
Argument forResidents could have more places to walk, bike, and gather when counties temporarily close selected streets to cars.
Argument againstClosing selected roads could make some trips harder for drivers and people who live or work nearby.
More detail
Each county must establish a summer streets pilot program with the Hawaii Community Development Authority. Each county must select streets that could benefit from less vehicle traffic and are central to local business, cultural activities, or community involvement. The program must support sustainable travel, including bike lanes and improved paths for pedestrians. The law took effect July 1, 2026.
Each county must submit a program proposal to the Hawaii Community Development Authority, and the Authority must report to the Legislature. Counties send proposals to the Authority's executive director. The Authority sends its report to the Legislature. The proposal must include locations, closure schedules, planned activities and amenities, and projected costs. The Authority's report must include its findings and recommendations, including any proposed legislation. Counties must submit proposals by March 31, 2027. The Authority must report by July 1, 2027.
The Hawaii Community Development Authority must allocate state funds to each county for the pilot program. The funding is for each county's summer streets pilot program. The Authority must spend the funds for the purposes of the law. The appropriation is for fiscal year 2026–2027.
