If lawmakers and voters approve the Act, eligible Toccoa homeowners would receive a city property tax exemption based on proceeds from a proposed 1 percent local sales tax.
Eligible Toccoa homeowners in the Stephens County special district would get a city property tax exemption based on local sales tax proceeds, if lawmakers and voters approve the Act. Any value above the exemption would remain taxable.
Toccoa would exempt part of eligible homes' value from city property taxes. It would cover a resident's homestead property in the Stephens County special district and apply only to Toccoa city taxes on property within that district. The exemption amount would be determined each year based on net proceeds from the local sales tax collected in the special district. It would be added to other homestead exemptions for the property. Any value above the exemption amount would remain taxable. The Act requires a two-thirds vote in both the House and Senate and approval by voters in the special district. The ballot describes a new 1 percent local sales tax. If voters approve the Act, the exemption would apply starting January 1, 2027, and end December 31, 2039.
