The failed proposal would have lowered Cartersville city property taxes for eligible homeowners if two-thirds of both chambers and local voters approved it.
If lawmakers and local voters approved the measure, eligible homeowners in Bartow County’s special district would get a yearly reduction in Cartersville city property taxes, based on local sales tax proceeds.
The proposal would exempt part of a home’s value from Cartersville city property taxes. It would cover homestead property within the Bartow County special district and apply only to Cartersville city taxes. The exempt amount would be based each year on net proceeds from the local sales tax collected in the special district. Any value above that amount would remain taxable. A homeowner would generally need to apply and remain eligible. Someone already allowed a Cartersville homestead exemption for the same home in the prior and current tax years would not need to apply again. The exemption would add to other homestead exemptions. It would apply only if the measure received a two-thirds vote in each chamber and approval by local voters. The proposal called for a vote on November 3, 2026. If approved, the exemption would apply to tax years from January 1, 2027, through December 31, 2039.
