A commission of 13 county voters would recommend council district boundaries. For the 2030 census, the council would appoint one voter from each of 12 districts and one from across the county. For later censuses, it would appoint one from each of 13 districts. Commission members could not work for the county, and no more than seven could share a political party. Districts must be connected and close in population, with none more than 15% above or below the average. If the council and county executive do not approve a map within 60 days of the commission's report, its map would take effect. This process would start with redistricting after the 2030 census and repeat after later ten-year censuses.
Council members' terms would end on dates set by their election year and district. This covers members elected in districts 7 through 12 in 2028, members elected in all districts in 2032, and replacements chosen in the specified special elections. The 2028 terms would end on the first Wednesday in November after the 2032 election. Terms for districts 1 through 6 elected in 2032 would end on that day after the 2034 election; those for districts 7 through 13 would end on that day after the 2036 election.
