Scooters that cannot go faster than 15 miles per hour follow most rules for bicycles and their riders. They do not have to meet listed vehicle rules for insurance, licenses, registration, titles, or license plates.
Riders may use places where bicycles are allowed, including streets and bike paths, but not sidewalks. Authorities may close some paths after notice and a public hearing, or close certain natural-surface trails.
Starting January 1, 2026, makers and sellers must attach a permanent label to each scooter. Riders must be at least 14, people under 18 must wear helmets, and scooters cannot be used in rental services.
The law treats low-speed scooters and their riders like bicycles for most rules. A low-speed scooter cannot travel faster than 15 miles per hour. Scooters and riders are exempt from rules on insurance, driver’s licenses, registration, titles, off-highway vehicles, and license plates.
Riders may use places where bicycles are allowed, subject to limits. Scooters may use streets, highways, shoulders, bike lanes, bikeways, and bicycle or shared-use paths where bicycles are allowed. Sidewalks are excluded. A local authority or state agency may ban scooters from a bicycle or shared-use path for safety or legal reasons after notice and a public hearing. An authority with jurisdiction may ban scooters from a natural-surface trail designated for nonmotorized use.
The law sets labeling, safety, age, helmet, modification, and rental rules for low-speed scooters. These rules apply to low-speed motorized scooters and their makers, distributors, operators, and passengers. Manufacturers and distributors must permanently attach a prominent label listing the scooter’s classification number, top assisted speed, and motor power. A person may change a scooter’s motor-powered speed capability or engagement only if the required label is replaced after the change. Scooters must meet federal safety requirements for electrically operated toys or other articles. Riders must be at least 14. Riders and passengers under 18 must wear an approved, properly fitted, fastened bicycle helmet. Low-speed scooters may not be used in rental services. The labeling requirement starts January 1, 2026.
