A government group does not hold its own meeting merely because enough members to conduct business attend or serve in another government group’s meeting.
Enough members of a government group to conduct business can attend another group’s meeting, or serve on that group, without their presence alone counting as their own meeting.
Having enough members present to conduct business does not alone make another government group’s meeting a meeting of their own group. The rule covers public bodies under Delaware’s open-meeting law, including members who also serve on another public body. This rule applies only when attending or serving in the other group is the sole basis for counting the gathering as their own group’s meeting.
