Starting July 1, 2026, state agencies, Connecticut’s state colleges and UConn must report advertising purchases and spending on set schedules.
Executive-branch state agencies must report their advertising purchases and amounts spent each year, while higher education units follow a separate reporting rule.
Connecticut’s state colleges and UConn must report centrally purchased advertising each year, including total costs and vendors paid more than $50,000, if funding is available.
Each covered state agency must send the state administrative services commissioner an annual summary of its advertising purchases and spending. This applies to executive-branch departments, boards, councils, commissions and agencies, but not the constituent units of higher education. The summary must include information required by the commissioner’s reporting form. The commissioner may accept volunteer help from Connecticut higher education institutions or other neutral experts. The first agency summaries are due by November 1, 2026, and later summaries are due annually for the preceding fiscal year. The requirement takes effect July 1, 2026.
The Connecticut State Colleges and Universities chancellor and the University of Connecticut president must each submit an annual advertising report to the General Assembly’s government administration committee. Each report covers advertising bought centrally through the communications offices of the Connecticut State Colleges and Universities or UConn. The report must list total spending, vendors paid more than $50,000, advertising media types and the general subject of the advertising. The reports must be submitted within available appropriations. The first reports are due by January 1, 2027, and later reports are due annually for the preceding fiscal year. The requirement takes effect July 1, 2026.
