The board advises the Governor and the Office of Policy and Management. It includes nonprofit providers from several service areas, five members chosen at large, a statewide nonprofit association leader, and state officials or their representatives. The board takes effect from passage.
An insurer may not refuse renewal, add a surcharge, or otherwise raise a rate solely because a covered person volunteers as a driver. It covers a person named on an auto liability policy or a person who regularly drives the insured car, when they transport people or goods for a nonprofit corporation or charity. The driver must provide services without compensation beyond expenses. The rule takes effect January 1, 2027.
