People sharing a bank account would have money protected from another holder’s debt when that holder has no rightful ownership share in the money.
Money in a joint account would be protected from collection of one holder’s debt only to the extent that the person owing the debt does not rightfully own it.
Creditors would be barred from collecting a person’s debt from joint-account money that the person does not rightfully own. The rule would cover accounts treated as joint accounts under Connecticut section 36a-290. The protection would apply only to money in which the person owing the debt has no equitable interest, meaning no rightful ownership share. The proposed effective date is October 1, 2026. The recorded actions do not establish that the bill became law.
