The law exempts the owner of a qualifying resource recovery facility from the solid waste assessment on waste processed there. The exception applies to the owner’s assessment on solid waste processed at that facility. The facility must be in Hartford County, in a town with a population greater than 61,000 and less than 64,000. The text sets the exception period from July 1, 2026, through June 30, 3031. The section takes effect October 1, 2026.
