Animal owners would owe care costs after seizures under California law
When an animal is seized under any California law, its owner or keeper would owe seizure and care costs and could lose the animal after missing payment and pickup deadlines.
1
What it does
Owners and keepers would owe seizure and care costs when an animal is seized under any California law. If they miss the payment and pickup deadlines, the agency may treat the animal as abandoned.
Argument forSeizing agencies could recover care costs for animals seized under any California law, helping them pay for the animals’ care.
Argument againstOwners could face care bills and risk losing an animal after a seizure under a wider range of California laws.
More detail
Owners and keepers would be liable to the seizing agency for the cost of seizing and caring for an animal. This applies to animals seized under any provision of California law. If the charges are not paid within 14 days of the seizure, or the owner does not pay and take the animal within 14 days after notice that it is available, the animal is deemed abandoned. The seizing agency may humanely euthanize or otherwise properly dispose of an abandoned animal. Charges must be paid within 14 days of seizure, or within 14 days after notice that the animal is available for return.
