State education agencies must run a project to help schools include pupils with disabilities in general education and support the educators who serve them.
Schools statewide must receive resources and support, while schools that miss state targets or are selected for monitoring must receive focused help.
The $30 million allocation goes through the statewide collaborative to El Dorado County’s education office for project work. The older spending-plan and reporting rules apply only to the $15 million allocation.
The department and the California Collaborative for Educational Excellence must run the Supporting Inclusive Practices project through agreements with one or two county offices of education. The project aims to improve outcomes for pupils with disabilities by increasing access to general education settings and supporting the educators who serve them. The agencies must administer their parts independently, using money appropriated for those purposes.
The collaborative must provide support and resources statewide; the department must provide targeted technical assistance. Universal support reaches local education agencies and charter schools in all regions. Targeted assistance is for agencies or schools that miss state indicators or are selected for monitoring. The agencies must coordinate their work, including referrals when a school’s needs exceed universal support, sharing data, and reviewing results and guidance together.
The department must route the $30 million allocation through the collaborative to the El Dorado County Office of Education for project work. This changes the allocation of the $30 million General Fund amount for fiscal year 2026–27. The older spending-plan and reporting rules apply only to the $15 million allocation. The funding is for carrying out the project on the collaborative’s behalf. The bill makes an appropriation by changing the terms of a previous appropriation. The $30 million allocation is for the 2026–27 fiscal year.
