California immediately ratifies three tribal gaming agreements and exempts specified steps for carrying them out from state environmental review.
California ratifies three gaming agreements involving the Chukchansi, Fort Mojave, and Pechanga tribes. The ratification applies immediately to the agreements identified in the law.
CEQA review does not apply to listed steps for carrying out these three gaming agreements, including certain government agreements and on-reservation effects. Other CEQA duties remain.
California ratifies three tribal-state gaming compacts and compact amendments. The ratified agreements involve the Picayune Rancheria of Chukchansi Indians, the Fort Mojave Indian Tribe, and the Pechanga Band of Indians. The agreements must have been made under the federal Indian Gaming Regulatory Act. The ratified agreements are the Chukchansi fifth amendment, executed June 11, 2026; the Fort Mojave compact, executed July 20, 2026; and the Pechanga first amendment, executed August 5, 2026. The ratification takes effect immediately because the act is an urgency statute.
Certain compact-related actions are not treated as projects under CEQA, California’s environmental review law. The exception covers execution of the three ratified compacts or amendments, certain tribal agreements with cities, counties, the Department of Transportation, or other state agencies, and on-reservation effects of complying with the ratified agreements. The city, county, state agency, or other local jurisdiction still must follow CEQA unless this section expressly exempts the action. The intergovernmental agreement must be negotiated under authority expressly given or expressly referenced in a ratified compact or amendment. The CEQA exceptions apply immediately to the compact-related actions listed in the act.
