Owners must notify affected public agencies about a planned end to covered rent limits or subsidies. This covers owners of rental developments with at least five units that receive specified government assistance, when a subsidy is ending, rent limits are expiring, or a mortgage is prepaid. The first notice is due at least 12 months before the expected change. A second notice is due at least six months before it.

This reporting rule covers projects allocated credits on or after January 1, 2026.

For covered housing lawsuits, the filing deadline also counts the end of certain State Housing Law time periods when identifying the later event. This applies to petitions challenging local action on housing development projects under the Housing Accountability Act. This change is in the Section 65589.5 amendment that operates only if AB 1621 and this bill are enacted and effective by January 1, 2027, both amend that section, and this bill is enacted last. A petition must be filed within 90 days of the later event described in the law, including the expiration of the specified time periods.
