The enacted measure requires CIF officials to register each year and pass eligibility checks before assignments, with a clearance certificate recorded starting July 1, 2028.
CIF officials must register each year and complete all required platform checks before receiving contest assignments. Until July 1, 2028, the platform includes statewide background screening; from that date, it records a valid state clearance certificate instead.
Starting July 1, 2028, the commission must regularly publish a list of people with suspended or revoked clearance certificates. The CIF must check the list and update the eligibility of affected officials.
The California Interscholastic Federation (CIF) must have its officials register each year and verify their eligibility before they can receive contest assignments. This applies to officials who officiate CIF contests, and to participating member schools, school districts, county offices of education, and charter schools that can access the platform. The platform must record completed rules tests, online training, sport-specific annual certifications, continuing education, and liability insurance coverage. Until July 1, 2028, it must include statewide background screening; starting that date, it must record a valid Activity Supervisor Clearance Certificate and its expiration date. Only officials marked eligible in the platform may receive assignments. Participating schools, districts, county offices, and charter schools may check eligibility, but cannot see sensitive information in the platform. The CIF must verify the platform’s components each year until July 1, 2028. Starting July 1, 2028, it must maintain the platform and regularly check the state’s list of suspended or revoked certificates.
The state commission must regularly publish a list of people whose Activity Supervisor Clearance Certificates it suspends or revokes, and the CIF must use that list to update officials’ eligibility. The list covers Activity Supervisor Clearance Certificate holders whose certificates the commission has suspended or revoked. The CIF platform must regularly review the commission’s list and update eligibility for officials whose certificates have been suspended or revoked. Both duties begin July 1, 2028.
