Starting January 1, 2027, California’s data office will organize public discussions when a topic is selected and funding or a state emergency allows.
The Office of Data and Innovation must maintain a platform for Californians and state government to discuss selected topics and develop recommendations.
For each selected topic, the office must seek participants from different communities and ask state agencies with relevant knowledge to help. These duties depend on a selected topic and a listed funding or emergency condition.
The fund must include supplemental program funding from partner organizations, if accepting it follows existing law. Outside funders cannot help choose topics or join discussions.
Unspent money appropriated for the program in fiscal year 2026–27 remains available for it in fiscal year 2027–28.
The Office of Data and Innovation must design, run, and maintain a platform for public discussions. The platform supports structured discussions between Californians and state government to develop recommendations about government services and policies. The program is established January 1, 2027.
The office must hold discussions on selected topics, seek a diverse group of participants, and identify knowledgeable state agencies to help. The office must seek participants from different economic groups and protected classes, and from relevant geographic areas when appropriate. The office carries out these program duties only after a topic is selected and one of these conditions is met: the Legislature appropriates money specifically for the program, a state agency partner has discretionary money to fund the work, or the Governor proclaims a state of emergency. These duties apply only after a topic is selected and one of the listed funding or emergency conditions is met.
The Data and Innovation Services Revolving Fund must include supplemental funding for the program from partner organizations. Partners may include state agencies, philanthropic organizations, civic groups, and similar organizations. Accepting the funding must comply with existing law. Organizations outside state government that provide the funding may not help choose topics or take part in discussions.
Unspent money appropriated for one fiscal year remains available to the program the next fiscal year. This applies to unspent money appropriated for the Engaged California Program. The carryover applies from fiscal year 2026–27 to fiscal year 2027–28.
No hearings or votes scheduled.
