CSU and community colleges with priority registration must prioritize GI Bill users from 2028–29
Starting in 2028–29, CSU and community college campuses with priority registration must prioritize GI Bill users and certain fee-waiver students; UC is asked to follow.
1
What it does
Starting in 2028–29, CSU and community college campuses with priority registration must prioritize GI Bill users and students receiving the specified military-related fee waiver. UC campuses are asked to do the same.
California must repay local agencies and school districts for covered costs if a state commission finds this law requires those costs.
Argument forStarting in 2028–29, GI Bill users and the specified fee-waiver students could have more class choices when covered CSU and community college campuses give them registration priority.
Argument againstAt covered CSU and community college campuses, other students might have fewer class choices when priority students register before them starting in 2028–29.
More detail
CSU and community college districts must give covered students priority when they sign up for classes. Only campuses with priority registration systems are covered. Eligible students use a federal GI Bill benefit or receive the specified waiver of college tuition or required fees. University of California campuses are asked to grant the same priority. The CSU and community college requirement, and the request to UC, begin with the 2028–29 academic year.
If a state commission finds state-required costs, California must repay affected local agencies and school districts. This covers costs the law requires local agencies and school districts to bear. The Commission on State Mandates must find that this law creates state-required costs. Repayment follows the existing state process.
