1
What it does
Sacramento County and five cities must establish a regional authority for housing and homelessness by January 1, 2028.
The regional authority must oversee the Sacramento City and County homelessness response system and direct its lead agency, while keeping the membership and structure federal rules require.
Each local government keeps oversight and accountability for its own housing and homelessness programs, projects, and funding decisions, including related contracts.
Argument forShared goals, plans, and reviews could help the county and cities coordinate housing and homelessness services across the region.
Argument againstShared oversight could make it harder for residents to know who is responsible for regional decisions, even though local governments keep control of their own programs and funds.
More detail
The county and five cities must work together to establish a joint powers authority. The governments are Sacramento County and the cities of Sacramento, Elk Grove, Rancho Cordova, Citrus Heights, and Folsom. They must establish the authority by January 1, 2028.
The authority must oversee the Sacramento City and County Continuum of Care and direct its lead agency. This applies to the Sacramento City and County Continuum of Care and its lead agency. The Continuum of Care must keep the composition and integrity required by federal rules.
Each local government keeps oversight and accountability for its own funding decisions, projects, and programs. This applies to programs and projects administered by each local jurisdiction. This includes contracting for prevention, outreach, shelter, and housing.
