More detail
Issuers may sell certain older gift certificates with a printed cash-redemption threshold lower than the amount required by law. This applies to certificates made or printed before April 1, 2026, that state a cash-redemption threshold lower than the amount required by law. At every device where certificates can be bought, loaded with value, or redeemed for cash, the issuer must display a notice in at least 24-point font. It must say that a certificate with a cash value below $15 can be redeemed for that value. The issuer must keep ordinary business records that reasonably show when each certificate was made or printed. The certificates must have been made or printed before April 1, 2026. Issuers may sell them under these rules until December 31, 2028.
