Voters would decide whether school districts should follow individual spending limits without this section’s statewide cap. If approved and proclaimed by the Governor, these rules would apply to fiscal years beginning after June 30, 2027.
The Secretary of State would submit the proposed constitutional amendment to voters at the next general election. Lawmakers would set spending limits for each school district. The proposed section would contain no statewide school spending cap. Community college districts would have separate limits. The amendment would require voter approval and the Governor’s proclamation. Spending above an individual school district’s limit would require approval from a majority of local voters voting on that spending. The proposal would go to voters at the next general election and apply to fiscal years beginning after June 30, 2027.
