A U.S. citizen who has never lived in the United States could register to vote in Arizona and vote with a federal write-in early ballot. This applies to U.S. citizens who have never resided in the United States and whose parent is a U.S. citizen registered to vote in Arizona. The parent must be a U.S. citizen who is registered to vote in Arizona. The person votes with a federal write-in early ballot as described in section 16-543.02. The same eligibility is added to the rules election boards use to decide a voter's residence when a voter is challenged.
