For fiscal year 2027, HB 265 provides operating and capital funding for Alaska mental health programs, related services, and listed public employee agreements.
State agencies would receive $245.8 million for mental health-related operating programs during fiscal year 2027, subject to funding-source limits and receipt shortfalls.
The Department of Health would have $454,500 for expanded early-intervention services, but that amount would be reduced if the related legislation fails or is vetoed.
Mental Health Trust projects would receive $15.085 million for facility upgrades, housing assistance, and transportation, with funds subject to lapse rules.
Funding includes salary and benefit adjustments for listed public employees, but amounts change if required union approval does not occur and do not cover every employee.
State agencies would receive authority to spend operating funds for Alaska's integrated comprehensive mental health program. The funding covers the state agencies and programs listed in section 1, including behavioral health, treatment, disability services, public safety, courts, housing-related administration, and university programs. The operating amounts are tied to the listed funding sources and program purposes. Trust receipts above the appropriated amounts require compliance with program review rules. If estimated trust receipts fall short, the affected appropriation is reduced by the shortfall. The operating appropriations cover the fiscal year from July 1, 2026, through June 30, 2027, unless a provision says otherwise.
The Department of Health would receive $454,500 for expanded early-intervention services. The money is assigned to Senior and Disabilities Services Administration for the early-intervention services described as SB 178. The appropriation assumes SB 178 passed during the second legislative session. If SB 178 fails or is vetoed and its substance is not included elsewhere, this appropriation is reduced accordingly. The funding applies to the fiscal year beginning July 1, 2026, and ending June 30, 2027.
State agencies would receive $15.085 million for mental health trust capital projects and grants. The projects include facility improvements, home changes to help people keep housing, transportation, changing spaces, homeless assistance, special-needs housing, rural housing coordination, and vehicles. The appropriations come from the listed general fund, Mental Health Trust, and Alaska Housing Finance Corporation sources. The appropriations lapse under AS 37.25.020 unless another provision provides an exception. The capital appropriations take effect July 1, 2026; the text does not give a separate project completion date.
The appropriations include money for salary and benefit adjustments tied to listed collective bargaining agreements. The provisions cover listed executive-branch, court, legislative, University of Alaska, and other public employees connected to the state's integrated comprehensive mental health program. If a listed agreement is not ratified, the related appropriation and funding sources are adjusted proportionately. University agreements also require approval by the University of Alaska Board of Regents. These amounts do not necessarily affect every noncovered employee or every listed bargaining unit. The adjustments apply to the fiscal year ending June 30, 2027.
