When a managed care entity passes federal or state money from the health care department to a state department, the law leaves that money out of the state spending calculation.
The law leaves certain payments out of the state fiscal year spending calculation. It covers money the state department receives through that payment path; “managed care entity” has the meaning given to “MCE” in a separate state law provision. The exclusion applies when a managed care entity receives federal funds or state money from the Department of Health Care Policy and Financing and pays those funds or money to a state department.
