Before the governor’s November 1 budget request, state budget and personnel leaders share information with state agencies about how they calculate common budget policies.
State agencies submit their base budgets to the Joint Budget Committee and the Office of State Planning and Budgeting. This applies to state agencies covered by the law; included agencies are excluded from base budget submissions. The agencies and the Office of State Planning and Budgeting agree on the format, with Joint Budget Committee staff coordinating. Agencies submit the budgets by September 1, 2026, and by September 1 each year after that.
The Office of Administrative Services for Independent Agencies submits one combined base budget, if agencies provide the information. The duty applies to the Office of Administrative Services for Independent Agencies and covers base budget information from included agencies. The combined budget includes information from each included agency only if that agency provides it. The combined budget follows the submission requirements in section 2-3-208.
The state budget director, working with the personnel department’s executive director, provides information about calculations for common budget policies. The information goes to departments, institutions, and agencies in the executive, judicial, and legislative branches of state government. They provide the information as soon as practical before the November 1 budget request is submitted.
